Dr. Edward Mazak Advancement in Public Awareness Award

In order to recognize achievements in raising public awareness about health care fraud, the CHCAA instituted the "Dr. Edward Mazak Advancement in Public Awareness Award" in 2005. Dr. Mazak was a practicing dentist as well as a Dental Consultant for a private insurer. His years of service to the dental profession and the insurance industry gave him a unique insight into the abuse of health care benefits and its overall affect on health care costs. This award is presented annually to individuals and organizations that have made an outstanding contribution to raising public awareness of health care fraud through efforts such as the development and implementation of a fraud awareness program or distributing anti-fraud information in a public forum.

The CHCAA congratulates the Insurance Bureau of Canada (IBC), who was this year's recipient of the Dr. Edward Mazak Advancement in Public Awareness Award, presented at the CHCAA Annual Conference on September 21, 2012 in Niagara Falls, ON.

"IBC is one of the best organizations actively promoting anti-fraud efforts. Over the past couple of years they have spent much time and resources, particularly in investigating staged auto collisions, an issue that has impacted upon the dollars spent in the health care system, due to fraudulent health insurance claims. With every arrest, they have been going to the press, and some of the stories emanating from these reports also highlight clinics and their involvement in fraud scams," said Joel Alleyne, Executive Director of the CHCAA.

The world is complex and this complexity makes it imperative for all organisations to have guidelines for behavior.

It is important for all your clients or customers, your staff and other stakeholders - to understand exactly what your organisation stands for and how they can expect you to conduct business.

A Code of Conduct is basically a set of standards describing the behaviour you expect of your own people. Relevant laws, regulations and internal policies do not govern all behaviour. A Code of Conduct should be an integral part of the way you work every day. The Code doesn't change the basic nature of the business you undertake, but instead it should articulate the way you strive to conduct business.

Whilst no Code of Conduct or ethics management activity can guarantee the prevention of wrongdoing, a Code of Conduct, coupled with appropriate supporting activities, is considered a "best practice" that can help to sustain a culture in which integrity is valued and promoted through everyday business practice.

ASX Corporate Governance Council’s principle three relates to promoting ethical and responsible decision-making. It states in the section ‘Application of a code of conduct’:

“Companies should formulate policies on appropriate behaviour of directors, senior executives and employees. Companies should encourage the integration of these policies into company-wide management practices. A code of conduct supported by appropriate training and monitoring of compliance with the code are effective ways to guide the behaviour of directors, senior executives and employees and demonstrate the commitment of the company to ethical practices. Companies should ensure that training on the code of conduct is updated on a regular basis.”

Developing or Reviewing a Code of Conduct

We have incorporated the Australian Standard AS8002-2003 as well as our own significant experience investigating unethical behaviour into a process for developing a tailored Code of Conduct. We believe that it is important to get buy-in from your stakeholders and this is achieved by focus sessions and/or questionnaires to ensure specific issues that your organisation has encountered or staff have been subject to in the past are incorporated into the Code of Conduct.

Once the feedback has been obtained from these focus sessions and/or questionnaires, we then develop a draft Code of Conduct in draft form that we discuss with you.

Implementing a Code of Conduct

Once a Code of Conduct has been developed or reviewed, we can assist with its implementation. It is important that the Code of Conduct is accessible to stakeholders. This includes considering widely publishing the Code of Conduct.

Code of Conduct training

It is important that stakeholders understand what the Code of Conduct represents. This is best achieved by face to face training that incorporates scenarios based on real life situations. This assists staff to understand and apply the concepts from the Code of Conduct.

We also can develop an induction component of the Code to ensure all new staff receive in the key concepts of what is expected of them during their employment.’

Springhill Group Home Loans: Newscenter Springhill Group Home – Two Land Banking Fraudsters Convicted

Two men jailed in the UK’s first criminal trial involving land banking fraud in the City of London Police investigation
A £3 million was proven to be gathered from 300 investors the pair cheated, evidence was pointing the two as culprits. Their strategies were to fool their victims like elderly and those who are vulnerable into buying plots of land that were either worthless or massively over-priced.
Found guilty of five counts of money laundering, the two men (42 and 32 years old) were sentenced to seven and six years at Isle worth Crown Court.
Their claim was that the locations of the supposed to be valuable plots were marketed as being in a prime position for development and would quickly increase in value. But the truth of the fact is that investors were putting their money into plots located on farmland, in the Green Belt, within an Area of Outstanding Natural Beauty or on the sides of hills, with no chance of gaining planning permission let alone building houses.
The two were just funneling off the funds into a network of bank accounts while the investors received small returns while others lost everything. In a matter of two years they manage to con 300 victims, one of which is an elderly man who was suffering from terminal cancer losing almost £300,000 and a woman fooled by as much as £373,000. In order for people to buy their schemes, cold calling and high pressure sale tactics were put into play to target and then bully them.
